我來解釋為什么說你完全錯(cuò).你說VOC在FCC認(rèn)可實(shí)驗(yàn)室,按英文來說accreditied lab是認(rèn)可實(shí)驗(yàn)室,list lab只是列名實(shí)驗(yàn)室.VOC是在列名實(shí)驗(yàn)室而不是認(rèn)可實(shí)驗(yàn)室.同理COC測(cè)試在列名實(shí)驗(yàn)室而不是認(rèn)可實(shí)驗(yàn)室.對(duì)于DOC,你看FCC網(wǎng)站上的話:

NOTICE: This search permits the user to find a test laboratory which is authorized by the FCC to perform compliance testing for the public. 2.948 Listed test labs may perform the testing required for Certification under Parts 15 and 18. Accredited test labs may perform both Certification testing under Parts 15 and 18 and Declaration of Conformity testing.

FCC提到accreditied實(shí)驗(yàn)室而不是NVLAP,A2LA實(shí)驗(yàn)室.所有accreditied實(shí)驗(yàn)室可以在該網(wǎng)頁(yè)查到.NVLAP,A2LA實(shí)驗(yàn)室認(rèn)可就相當(dāng)于中國(guó)的CNAL,CNAS等等,只是對(duì)試驗(yàn)場(chǎng)地的認(rèn)可,并不代表FCC官方.舉個(gè)例子,在中國(guó),是所有經(jīng)過CNAL認(rèn)可的實(shí)驗(yàn)室都可以測(cè)試CCC嗎?
在中國(guó)大陸有8家EMC的NVLAP實(shí)驗(yàn)室,但是由于沒有MRA,這些實(shí)驗(yàn)室無法被FCC認(rèn)可為accreditied實(shí)驗(yàn)室,所以無法完成DOC測(cè)試.你看看中國(guó)這邊拿的DOC證書哪個(gè)測(cè)試不是寫美國(guó)的地址?

DOC是符合性宣告的縮寫(Declaration of Conformity),但是與CE對(duì)于出具符合性報(bào)告的實(shí)驗(yàn)室沒有資質(zhì)要求所不同的是,FCC的DOC報(bào)告需由獲得了NVLAP CODE(美國(guó)國(guó)家實(shí)驗(yàn)室認(rèn)證系統(tǒng))或A2LA(美國(guó)實(shí)驗(yàn)室認(rèn)可協(xié)會(huì))核可的實(shí)驗(yàn)室才可出具,NVLAP CODE或A2LA必須在DOC報(bào)告上注明,否則報(bào)告視為無效.


我一直說的也是NVLAP CODE(美國(guó)國(guó)家實(shí)驗(yàn)室認(rèn)證系統(tǒng))或A2LA(美國(guó)實(shí)驗(yàn)室認(rèn)可協(xié)會(huì))核可的實(shí)驗(yàn)室可沒有說是"NVLAP或A2LA的實(shí)驗(yàn)室",這點(diǎn)我當(dāng)然是知道的,呵呵.請(qǐng)仔細(xì)看我以上所表述的.

我們提到的NVLAP實(shí)驗(yàn)室當(dāng)然就是指通過NVLAP認(rèn)可的實(shí)驗(yàn)室,NVLAP全稱是national voluntary laboratary accreditied program.同理A2LA也是指的經(jīng)過A2LA認(rèn)可的實(shí)驗(yàn)室.當(dāng)然不是說NVLAP和A2LA官方,他們只是民間機(jī)構(gòu).
對(duì)于這些經(jīng)過NVLAP,A2LA認(rèn)可的實(shí)驗(yàn)室,他們并不具備測(cè)試DOC的能力,除非他們被FCC官方認(rèn)可為accreditied實(shí)驗(yàn)室.比如中國(guó)大陸有8家EMC的NVLAP實(shí)驗(yàn)室,你自己去www.fcc.gov/labhelp問FCC官方去問這8家實(shí)驗(yàn)室可不可以發(fā)DOC?不要去問那8家實(shí)驗(yàn)室,他們當(dāng)然說可以發(fā).
FCC說70%從中國(guó)簽發(fā)的FCC證書都是違規(guī)的,只不過FCC沒有追究罷了.不過聽說以后FCC要加強(qiáng)管理了.
記住,只要中美沒有MRA,中國(guó)大陸就不可能有能發(fā)DOC的實(shí)驗(yàn)室,不管他是美國(guó)來的實(shí)驗(yàn)室還是歐洲來的,除非他拿到國(guó)外去測(cè).

同意DS1984的指點(diǎn).其實(shí)DS1983的觀點(diǎn)我早有聽說,只是得不到地方確認(rèn)……我覺得討論的目的達(dá)到了.

對(duì)就是對(duì),錯(cuò)就是錯(cuò),無可厚非,我為什么要?jiǎng)h呢,即使是錯(cuò)也可以當(dāng)反面教材,反正明知道是錯(cuò)大家還去做,有比NVLAP或A2LA認(rèn)可的實(shí)驗(yàn)室總比沒有的好,做錯(cuò)了又怎么樣了,反正又沒人出來制裁,從中國(guó)70%出去的FCC證書是違規(guī)的,又怎么了,照樣出了N年照樣沒事,總的說來只能是FCC沒有加強(qiáng)管理,中美沒有MRA,看來美國(guó)也不怎么的,這樣更有利于中國(guó)的企業(yè)出口,要不全拿到美國(guó)去測(cè)可想而知要增加中國(guó)企業(yè)多少成本.

1、到連接:https://gullfoss2.fcc.gov/tcb/index.html 點(diǎn):Generic Search


  
2、在Grantee Code處輸入:xxx (XXX此三位代表Grantee Code)

3、在Product Code處輸入: ### ( ###代表Product Code)
4、按Start search

呵呵,我也是從犯錯(cuò)誤到改正錯(cuò)誤一步一步在學(xué)習(xí).這兩天有幸見到了幾位TCB的高人,他們都是飛美國(guó)去參加TCB會(huì)議那種,討論了美國(guó)很多TCB的情況,還有FCC的態(tài)度.真是世外有高人,我只是菜鳥而已.不過有一點(diǎn)是可以確定的了,中國(guó)沒有有資質(zhì)可以發(fā)FCC DOC的實(shí)驗(yàn)室.

DoC前提是該國(guó)家與US有MRA,大陸與US目前沒有MRA.所以在大陸生產(chǎn)的手機(jī)不可能在國(guó)內(nèi)實(shí)驗(yàn)室做DoC. FCC 認(rèn)可的實(shí)驗(yàn)室2.948只能測(cè)試FCC part 15b, 15c一部分．

FCC list實(shí)驗(yàn)室可以測(cè)試Part15,Part18.手機(jī)都是做ID,不做DOC.

實(shí)驗(yàn)室可以出FCC DOC的條件:

1.該實(shí)驗(yàn)室是被FCC,A2LA,NVLAP,NIST等認(rèn)可的accredited實(shí)驗(yàn)室
2.被以上機(jī)構(gòu)accredited后還需要FCC官方recognize該實(shí)驗(yàn)室
3.如該實(shí)驗(yàn)室不在美國(guó)本土則該國(guó)家需要與美國(guó)有官方MRA,其他多邊協(xié)議無效(如果其它協(xié)議有效那美國(guó)可不可以做CCC?)

另,任何一個(gè)實(shí)驗(yàn)室可不可以做FCC DOC在https://fjallfoss.fcc.gov/oetcf/eas/reports/TestFirmSearch.cfm
上一查就知道了,凡是不在列表下面的不管找什么借口也是不可以做.
